Open Space Acquisitions 2008-2012
The City of Westminster has preserved 245 acres of open space and completed six park and recreation renovation projects using bond funds that were approved by Westminster voters in 2006. City of Westminster residents voted in 2006 to extend the .25 percent open space sales and use tax for an additional 25 years, until 2032, and to authorize the city to bond the proceeds of the tax up to $20 million in order to accelerate open space acquisitions and park development. Bonds totaling $20 million were sold at the end of 2007 with $12 million used to accelerate open space acquisitions. The pace of open space acquisitions will slow considerably now that the bond proceeds have been spent.
The following are some of the open space areas that were preserved using the bond funds approved by Westminster voters.
2008: The city preserved 43 acres along Big Dry Creek, including a 38-acre property located at the northeast corner of 122nd Avenue and Zuni Street and a 5-acre property located at the southwest corner of 122nd Avenue and Pecos Street near the Big Dry Creek dog park. A grant from Adams County helped preserve the 38-acre property. A 3-acre property was preserved near the McKay Lake Open Space area at the southeast corner of 144th Avenue and Zuni Street and a 1-acre property that will serve as a future trail connection to the Walnut Creek Trail was also purchased at 8055 W. 108th Ave.
2009: More than 7 acres were protected to buffer the Little Dry Creek Open Space area to the south of 75th Avenue on the east side of Sheridan Boulevard. An Adams County Open Space grant was secured to assist with these acquisitions. A property located at 70th Avenue and Lowell Boulevard was purchased as part of the future Little Dry Creek Park and Open Space area. Property was added to the Walnut Creek Open Space at the southwest corner of 108th Avenue and Wadsworth Parkway. Finally, a property with a stellar view of the mountains was preserved at the northwest corner of 104th Avenue and Grove Street.
2010: More than 8 acres were added to the Savory Farms and Mushroom Pond Open Space area, located around 109th Avenue on the east side of Federal Boulevard. A 14-acre property that enhances the Big Dry Creek Open Space and provides an amazing view of the mountains was preserved at 122nd Avenue and Park Centre Drive. Another property was purchased that will become part of the future Little Dry Creek Park and Open Space area around 68th Avenue and Grove Street. A significant corner property was purchased to preserve the view of the mountains at the northeast corner of 104th Avenue and Sheridan Boulevard. The infamous red white-tailed hawk nests in the cottonwood trees that grow on this property. All of the acquisitions above were secured using bond funds along with funds from Adams County. The last significant acquisition in 2010 included the 42-acre Lower Church Lake property, located at the southwest corner of 108th Avenue and Wadsworth Boulevard, and the 10-acre Loon Lake property, located at the southwest corner of 100th Avenue and Independence Street. This purchase also included water rights from the Mandalay Irrigation Company. Lastly, the city removed structures and improvements on five recently purchased open space properties using bond funds.
2011: The city purchased a 25-acre inholding in the Westminster Hills Open Space area located at 100th Avenue and Alkire Street. Other funding sources included Great Outdoors Colorado and State Natural Resource Damage Funds. Also purchased was a small property along the Allen Ditch in south Westminster.
2012: More than 8.5 acres were added to the McKay Lake Open Space area at the southeast corner of 144th Avenue and Zuni Street. A 5-acre property was purchased at the old Westminster Hills Elementary School site, located on the north side of 80th Avenue. The back portion of the Westminster Reformed Presbyterian Church property was purchased as a buffer to the Big Dry Creek Open Space area on the north side of 112th Avenue and Vrain Street. All of these acquisitions were supported with Adams County Open Space grants. Lastly, the city purchased a 32-acre property located on the south side of 108th Avenue and in between Wadsworth Parkway and Old Wadsworth to preserve this open area and to serve as a trail connection to Walnut Creek. Jefferson County funds assisted with this acquisition. Improvements to Metzger Farm were also made using the Bond Funds in 2012. Over two miles of trails were added along with a parking lot, fishing dock, picnic shelter and overlook.
Overall, $12 million in bond funds were spent on open space acquisitions, and the city used these funds to leverage an additional $7 million in grants from outside funding sources. The city currently has 3,002 acres of open space.
In addition to preserving open spaces with the bond funds, the following improvements to city park and recreation facilities were completed:
Westminster Center Park was built at 4801 W. 92nd Ave. In addition to bond funds, city Capital Improvement Funds (CIP), Great Outdoors Colorado and Adams County Open Space grant funds were used.
The aquatics area and locker rooms at City Park Recreation Center, located at 10455 Sheridan Blvd., were renovated. Bond funds, CIP funds, State Conservation Trust Funds and Jefferson County funds were used.
Westminster Sports Center, located at 6501 W. 95th Ave., was renovated, including the installation of new dasher boards, synthetic turf and sports flooring. Bond funds and Jefferson County Grant Funds were used for this project.
The Big Dry Creek Park, located at 1700 W. 128th Ave., was completed. Source of funds included city bond funds, CIP funds, funds from Hyland Hills Park and Recreation District, and Adams County Open Space grant funds.
Restrooms were constructed for the Legacy Ridge Golf Course, located at 10801 Legacy Ridge Parkway, and Heritage at Westmoor Golf Course, located at 10555 Westmoor Drive. In addition to bond funds, city CIP funds and Jefferson County Open Space grant funds were utilized.
Lastly, the locker rooms and pool area at the Swim and Fitness Center, located at 3290 W. 76th Ave., were renovated and an outdoor splash pad was added. City bond funds, CIP funds and funds from an Adams County Open Space grant were used for this project.
