Street Improvements

City’s Anticipated 2012 Pavement Preservation Projects

Westminster’s Department of Public Works & Utilities’, Street Operations Division will be administrating $2.4 million dollars worth of Street Improvements during the Spring/Summer 2012. The City’s Street Division Staff utilizing a computerized Pavement Management Program has identified 89 lane miles of paved roadways as priorities for receiving the appropriate pavement rehabilitation strategies on 195 City Streets.

2012 Pavement Rehabilitation Projects target resurfacing and/or reconstructing 18 streets.

  • Resurfacing of a roadway consists of edge or full width grinding and the placement of 2” or more of Hot Mix Asphalt, at an estimated cost of $7.50 per square yard.
  • Reconstructing of a roadway consists of removing the existing Asphalt, reconditioning the subgrade and placement of a defined thickness of Hot Mix Asphalt, at an estimated cost of $18.75 per square yard, for a 5” thick new pavement.

2012 Concrete Replacement Project consists of replacing deteriorated curbs, gutters and sidewalks in conjunction with street improvements at an estimated average expenditure of $6,135 per street.

Arterial Roadways scheduled for surface improvements will be cracksealed prior to construction at an estimated cost of $0.31 per square yard.

  • Asphalt Pavement Cracksealing is performed from late fall through early spring when pavement cracks are at maximum width.   Cracks are blown free of debris by means of compressed air, dried with a heat lance when required and filled with a hot rubberized sealant to prevent moisture from entering the roadway subgrade.
  • Cracksealing roadways in Westminster prevent potholes and minimize pavement failures while extending the life of surface treatments.

2012 Pavement Preservation Sealcoat Projects a new surface will be constructed on 184 city streets. Chip sealing will begin in May and will be completed by September with the Slurry Sealing scheduled to begin in June and be completed by October.  Micro Surfacing will also be accomplished in the summer months on Arterial Roadways.

  • Micro Surfacing is a polymer-modified paving system in which a mixture of high quality aggregate advanced polymer asphalt emulsion, water, filler and modern additives are combined and applied with a specialized mixing and paving machine. By design it chemically changes from a semi-liquid mixture to a dense cold-mix material. This cold paving system can remedy a broad range of problems on today’s streets and prolong the life of our roadways for an additional 7 years, at an estimated cost of $4.83 per square yard. 
  • Chip Seal is an economical surface application used to maintain, protect and prolong the life of an existing street or road. It will improve the skid resistance to allow for a safer driving surface, improve the overall appearance, provide a weatherproof membrane to repel moisture from damaging the base below the surface and extends the useful life of the existing pavement by 8 to 12 years, at an estimated cost per square yard of $2.35.
  • Slurry Seal is an economical surface application used to maintain, protect and prolong the life of an existing asphalt pavement. It will also improve the skid resistance to allow for a safer driving surface and improve the overall appearance. Slurry Seal will normally be placed over an existing asphalt surface which is found to be in relatively sound condition. Once the Slurry surface has been applied it will extend the life of the existing pavement by 5 to 7 years at an estimated cost of $1.76 per square yard. 

2012 Striping & Pavement Markings Projects a total of 825,000 square feet of lane lines and pavement markings will be repainted and/or restored each year throughout the City in May.  A second rotation of lane line repainting on selected Arterials & Major Collector roadways will be accomplished in September.  This project also includes new striping following pavement overlays, reconstructions and sealcoatings.

Residents on the streets scheduled for 2012 improvements will be notified at least 24 hours prior to any construction.
