Human Resources

The mission of Human Resources is to champion and support our City’s mission by providing quality services to those who serve the community.  Three divisions are responsible for the oversight of this function and work closely to administer key areas that include: 

Employee Development and Benefits

Employee Development and Benefits is responsible for the development of employees, succession management, leadership growth and employee recognition.  The division also administers a comprehensive benefits program that includes wellness, training, general leave and health care administration. 

The division further assists with organizational development and employee communication.

Risk Management

- Manages the Workers' Compensation Self-Insured and Self Administered Program and the city's Return to Work Program.

- Coordinates with the Colorado Intergovernmental Risk Sharing Agency (CIRSA) for the city's property, liability and automobile insurance program.

- Oversees the city's loss prevention and safety programs, including general employee safety trainings, facility inspections, and activities of the city Safety Committee

- Ensures the city's compliance with environmental laws and regulations. 

- Coordinates the citizen household hazardous waste disposal program and Earth Day events. Staff provides training and technical assistance to all departments and is available 24 hours per day, 7 days per week for hazardous material spill emergencies.

Workforce Planning and Compensation

Workforce Planning and Compensation oversees employee recruitment, selection, orientation, and the administration of the City’s comprehensive compensation package.  The division ensures the City’s compliance with employment law and is responsible for the daily administration of personnel records and employee relations.

The division further assists with organizational development and employee communications.
