Building Permit Types and Subtypes

Inspections can be scheduled Monday through Thursday utilizing the online permit manager. You can schedule inspections up to five business days in advance, cancel inspections (up until 6 a.m. the day of the inspection), and check inspection results 24 hours a day, seven days a week. The deadline for same day inspections is 6 a.m.

Inspections can be scheduled two ways:

Inspections are primarily performed between 8:30-5:30 p.m., Monday through Thursday.  Building inspections can also be requested on Friday mornings. Friday inspections cannot be scheduled online or via telephone. Please contact fridayinspections@cityofwestminster.us to schedule Friday inspections.

To schedule an inspection by phone, call the Inspection Request Line at 303-650-0626 and follow the prompts provided. You will be provided with a confirmation number once the inspection has been scheduled. If you do not receive a confirmation number, your inspection has not been successfully scheduled.

Important Roofing Inspection Information

Please note that most inspections will be conducted next business day, with the exception of roofing inspections. Due to a large amount of roofing inspection requests, we may not be able to conduct your inspection for several days. 

Even if you schedule an inspection for the next business day, your inspection will be held over and will be conducted in the order the request was received.

We provide a ladder for all one-story roofing inspections. If the inspection requires a second ladder, please indicate in your inspection request that the house is a two-story and provide a phone number we can call to coordinate for ladder placement. DO NOT SET A LADDER until we coordinate with you.

Design criteria for the City of Westminster shall be in accordance with the Design Criteria for Structures.

Please note, effective July 1, 2008, all elevator questions, permits and inspections are being handled through the State of Colorado.   All questions regarding elevators should be directed to the state Division of Oil and Public Safety (303-318-8536).

Please be aware that payment of tap fees is required at the time the Building Permit is issued. If the building use changes in the future, tap fees will be recalculated and additional tap fees may be due. Be sure to install and activate water meters as soon as possible to lock in the tap fee. 

Water/Sewer Tap Fees

Tap fees are charged to new construction to cover costs related to its impact on the City’s utilities.   Current customers do not pay tap fees.  Westminster’s water tap fee includes the following components:

  1. The Infrastructure or Treated Water Investment Fee is set to recover an equitable portion of the value of the City’s infrastructure required to meet the demand of the new customer.  The infrastructure includes all components of the utility system required to divert, treat and distribute water to customers.  Infrastructure tap fees are calculated based on fixture count and resulting meter size, which is the best determination of projected peak demand on the infrastructure system.
  2. The Water Resources Fee is set to recover the value of the City’s water supplies developed to meet the demand of the new customer.  Water resources are calculated in terms of Service Commitments (SC).  One SC is equal to 140,000 gallons of annual use, which is the projected use of one new single-family home.  For those other than single-family homes, multiples of service commitments are purchased based on a projected volume of use.

Rental Property Maintenance Inspection Program

In August 1997, Westminster City Council established the Rental Property Maintenance Code  to address the deterioration of the city's aging rental housing stock. The code provides minimum standards for: basic equipment and facilities, light, ventilation and heating; safety from fire; the use and amount of space for human occupancy; and the safe and sanitary maintenance of residential rental properties. 

The deteriorating condition and appearance of rental housing can draw irresponsible residents to the properties, increase instability in the neighborhoods, negatively affect values of surrounding properties and cause an increase in calls to police, fire and code enforcement offices.

The objective of the program is to eliminate deteriorating conditions resulting in blight and to improve the level of safety, stability and appearance of neighborhoods as well as promote an increased pride in Westminster.

Rental Properties are systematically inspected if:

     • They are residential;
     • They are six years old or older;
     • They contain four or more units (multi-family rental properties) and;
     • Four or more rental dwellings within any townhome or condominium community owned by a single owner (they are then considered rental property).

Individual townhomes and condominiums (up to three units under a single ownership within any townhome or condominium community), duplexes and single family units are inspected on a complaint only basis or can be inspected on a pro-active basis.

Effective Jan. 1, 2011 the Rental Code was amended to require Rental Property Licenses and Registration of all residential rental properties or rental dwelling units within the City of Westminster.

Licensing and Inspection Fees

Residential rental properties containing four or more rental units, or four or more units under single ownership within a townhome or condominium community, are required to be licensed.

All residential rental properties in the city must be licensed (effective March 1, 2011).

License applications can be downloaded or obtained at Westminster City Hall, 4800 W. 92nd Ave., second floor Building Division. 

License fees are $50 per rental property. License renewals will run concurrent with the systematic inspection schedule (noted above).

Inspection fees are $40 per unit. Income-restricted units will be $20 per unit. The fees are due prior to the scheduled systematic inspection and will run concurrent with the systematic inspection schedule noted above.

Registration

Residential rental dwellings consisting of individual townhomes and condominiums (up to three units under a single ownership within any townhome or condominium community), duplexes and single family units are required to be registered.

All residential rental dwelling units in the city must be registered (effective March 1, 2011).

Registration applications can be downloaded or obtained at Westminster City Hall, 4800 W. 92nd Ave., second floor Building Division. Registration is only necessary once for each rental dwelling unit.

There are no fees for the registration and no inspections will be required for rental dwelling units.
