3-6-2:  APPOINTMENT OF DIRECTOR OF FINANCE

3-6-1:  DEPARTMENT CREATED:  (1283 1696) There is hereby created a Finance Department that shall consist of the Director of Finance and such other personnel as may be provided by the City Council. 

3-6-2:  APPOINTMENT OF DIRECTOR OF FINANCE: (1282 1696) The Director of Finance shall be appointed and may be discharged by the City Manager, subject to the confirmation of the City Council. Such appointment shall be for an indefinite period pursuant to Section 1-13-3, W.M.C.,  The Director of Finance shall be the head of the Finance Department and shall have supervision over all personnel assigned to the Department. 

3-6-3:  DUTIES OF THE DIRECTOR OF FINANCE: (1282 1283 1696)

(A)  The Director of Finance is responsible for the efficient and effective operation of the Finance Department, as well as performing those duties prescribed by the City Manager. 

(B)  The Director of Finance may make or prescribe such Finance Department policies, procedures and rules as he shall deem advisable consistent with the City's Personnel Policies and Rules and approved by the City Manager.  Such policies, procedures and rules shall be binding on all Finance Department personnel.  Such policies, procedures and rules may include, but shall not be limited to, the conduct of Finance Department personnel, hours, and types of service delivery, and all other similar matters necessary or desirable for the efficiency and effectiveness of Finance operations. 

(C)  The Director of Finance shall collect all monies of the City, the collection of which is not provided for elsewhere by the Charter or law.  The Director of Finance shall receive from other officers and employees of the City all money belonging to and receivable by the City that may be collected by such officers and employees, including fines, license fees, taxes, assessments and all other charges.  All money shall be turned over to the Director of Finance upon collection or receipt. 

(D)  The Director of Finance shall disburse all City monies in accordance with the provisions of State statutes, the Charter and procedures to be established by the City Council.

(E)  The Director of Finance shall serve as Treasurer of the City and perform the duties of the Treasurer that are set forth in the City Charter.
