Pawnbrokers operating within the City of Westminster must hold a valid Pawnbroker License. For specific licensing requirements, refer to Title 5, Chapter 8 of the Westminster Municipal Code. License applications may be obtained from the City Clerk's office or printed below. Note that City Hall offices are open extended hours Monday through Thursday from 7 a.m. to 6 p.m. City Hall is closed on Fridays.
Completed applications, along with required documents, surety bond and fees, may be mailed or delivered to the City Clerk's office. Applications must be approved by the Fire Department, Police Department, Planning Division and Building Division. If approved, a license will be sent by mail.

The required fees to be submitted with the application are a $1,000 non-refundable one-time application fee and a $1000 annual fee for the license.
