Economic Development Director
With experience in both city planning and economic development, Susan initiated Westminster's Economic Development program in 1991. She has led the economic development staff toward diversifying the city's economy and tax streams, strengthening the retail base and developing a comprehensive business development and retention program.
Susan's primary economic development focus is on long-term and strategic development efforts.
She currently is pursuing the development of the Westminster Center Urban Reinvestment Project, development of the North I-25 corridor and assessing the development potential of infill properties.
Previous work experience includes leading the planning and economic development efforts for Carbon County, Wyoming; as well as handling zoning and planning matters, business development, coastal zone and flood management, and development review in Calcasieu Parish, Louisiana and communities in northeastern Mississippi. Economic Development Officer
Christopher Gray joined the City of Westminster Economic Development Office in 2011. Chris’s core responsibility is to operate the business attraction function of the office.
Chris has extensive experience in the Denver metro economic development market having served in business development capacities with the Metro Denver Economic Development Corporation, the Aurora Economic Development Council and the Mid-America Manufacturing Technology Center at Colorado State University. He has also coordinated aerospace industry outreach for Metro Denver WIRED, a strategic workforce development program and served as Director of the San Luis Valley Economic Development Council.

Economic Development Specialist
Ryan Johnson joined the Economic Development staff in November of 2011 to coordinate and manage the office’s Business Services section. Prior to this position, Ryan worked as a Planning Technician for the City of Westminster, where his skill in technical research was highly valued. Ryan brings considerable knowledge of the City’s planning and development review process to his new position.
Ryan has also held other various positions in local government, including Facility Assistant for the Commerce City Recreation Center, Permit Specialist for the City of Thornton, Guest Relations Clerk for the City of Westminster, and Finance Assistant for the Hyland Hills Park and Recreation District.

Katie Harberg joined the City of Westminster in 1981 as the Public Information Officer, a position she held until 2011 when she stepped down from the job in order to pursue a master degree in the area of marketing and public relations. A founding member of the City’s Economic Development Task Force, Katie formed a strong interest in business communications and has narrowed her responsibilities to economic development as she completes her degree.
Katie was a member of the City’s executive management team for the past ten years, where she developed a strategic communication program that was recognized nationally by the City County Communication and Marketing Association with awards for best citizen newsletter, best website, best employee newsletter and numerous marketing and public relations programs. In addition to managing a professional public information staff, Katie’s specialty area of practice was in issues management.
A Nebraska native, Katie holds a Bachelor of Arts degree in Journalism and English from the University of Nebraska in Lincoln and is currently enrolled at the University of Denver in pursuit of a Master’s degree in Organizational Communication with an emphasis in Marketing and Public Relations. Economic Development Administrative Secretary
Carol has worked for the city since 1997. She has an excellent understanding of who to contact for information within the city. In Economic Development, she provides staff support and office administration by handling inquiries, scheduling and planning meetings, transcribing minutes, paying bills, and other secretarial duties. Economic Development Administrative Secretary
Mona jointed the Economic Development staff in 2004. She oversees the day-to-day operations and budget of the Economic Development office. Additionally, she provides staff support, including planning and organization of meetings, scheduling, and other secretarial duties.
