Susan F. Grafton, CED
Economic Development Manager
With experience in both city planning and economic development, Susan initiated Westminster's Economic Development program in 1991. She has led the economic development staff toward diversifying the city's economy and tax streams, strengthening the retail base, and developing a comprehensive business development and retention program.
Susan's primary economic development focus is on long-term and strategic development efforts.
She currently is pursuing the development of the North I-25 corridor, looking at the development potential of infill properties, facilitating the redevelopment and occupancy of existing retail and office space, and assessing long-term redevelopment opportunities.
Previous work experience includes leading the planning and economic development efforts for Carbon County, Wyoming; and handling zoning and planning matters, business development, coastal zone and flood management, and development review in Calcasieu Parish, Louisiana and communities in northeastern Mississippi. Carol Parkin
Economic Development Secretary
Carol has worked for the city since 1997. She has an excellent understanding of who to contact for information within the city. In Economic Development, she provides staff support and office administration by handling inquiries, scheduling and planning meetings, transcribing minutes, paying bills, and other secretarial duties. Mona oversees the day-to-day operations and budget of the Economic Development office. Additionally, she provides staff support, including planning and organization of meetings, scheduling, and other secretarial duties.
