The Department of Community Development has the overall responsibility of assuring the proper planning and development of high quality residential and business neighborhoods, as well as designing the transportation system to serve them, together with planning for a comprehensive system of open spaces and other enhancements to the city's image.

The department provides "one stop shopping" for residents and businesses by consolidating the building project review, permit and inspection function within one city department. Our overall mission is to continue to improve the quality of life, transportation system and employment opportunities for Westminster citizens. Each of the department's six divisions has a key role in fulfilling this mission.

Building Division - Permit and code information, plan reviews, applications, fee schedules, rental inspection program.

Engineering Division - Public improvement standards and specifications, storm drainage design and specifications, digital submittal standards.

Planning Division - Planning and zoning regulations, fees, design guidelines, applications, forms and checklists.

Housing Assistance - Programs that benefit low- to moderate-income population and neighborhoods: down payment assistance, weatherization, senior housing.

Community Development Block Grant - These programs provide funding in support of low- and moderate-income persons and neighborhoods in Westminster.

Open Space Program - Preservation of vital open space areas that preserve essential view corridors in the city, enhance recreational opportunities for residents through a series of interconnected trails, and sustain a rich variety of plants and wildlife.

Westminster Revitalization - Developing and coordinating projects and programs aimed at improving the general living conditions of "original" Westminster.
